He was born in Moscow in 1754. His family was of Georgian noble origin. His grandfather had moved to Russia long ago. Pavel joined the military when he was very young. He fought in the Russo-Turkish War from 1768 to 1774. He also fought in the Polish uprising of 1794. These early battles helped him rise through the ranks. He eventually became a major general in 1793.

In 1802, Tsar Alexander I gave him a big job. Tsitsianov became the commander in the Caucasus region. This area includes many mountains and different lands. He had absolute authority over the Russian forces there. He worked to make local rulers obey the Tsar. He also built new things like the Alexandrovsk fortress. He helped improve the Georgian Military Road. This road connected Tiflis to Russia over the mountains.

Tsitsianov wanted to expand Russian land much further south. In 1804, he captured the city of Ganja. This event started the Russo-Persian War. The conquest of Ganja was very violent. Between 1,500 and 3,000 people were killed there. Because of his military success, he became a General of the Infantry. He also fought in places like the Erivan Khanate. He moved through parts of modern-day Armenia. His goal was to reach the Black and Caspian seas.

His leadership style was very controversial. Many Russian sources called him a brave and energetic leader. Even some Europeans admired his strong character. However, many others saw him as a cruel man. He often used force to make people obey. He held many local people in contempt. This made him very feared by many Iranians and Muslims. Some Georgians even thought he was a traitor. They felt he was taking too much control over their country.

His life ended in a sudden way in 1806. He went to the city of Baku to talk. He wanted the local leader to surrender to Russia. The meeting was actually a trap set by the local khan. While they were talking, the khan's men shot him.
