He was born in Lima on March 22, 1963. His father, César Vizcarra Vargas, was a leader in the city of Moquegua. Martin grew up studying hard to become an engineer. He graduated from the National University of Engineering in 1984. Later, he also studied business at the ESAN Graduate School. These studies helped him prepare for a life in public service. He wanted to help his country through many different jobs.

Before he was president, Vizcarra worked in many local offices. He first served as the Governor of Moquegua from 2011 to 2014. During this time, he helped improve life for the people there. He also helped solve problems between mining companies and local residents. In 2016, he was elected as the First Vice President of Peru. He even worked as the Ambassador of Peru to Canada.

Vizcarra became the President of Peru in March 2018. This happened after President Kuczynski resigned from his job. As leader, Vizcarra promised to fight against corruption. Corruption is when people in power act unfairly for themselves. He signed a special law for climate change in April 2018. This was the first climate law in all of South America. He also asked the people to vote on new rules for politics. Many people felt he was trying to make the government more honest.

His time as president was filled with many hard struggles. He had many disagreements with the Peruvian Congress. In September 2019, he decided to dissolve the Congress. This was a very big and difficult choice for the country.

The Congress tried to remove him from his position several times. In 2020, a global pandemic also made things very hard for Peru. The economy went down by thirty percent during this time. These many problems created a lot of tension in the nation.

After his presidency, Vizcarra faced many more legal challenges. In 2021, he was banned from holding office for ten years. This happened because of a controversy involving COVID-19 vaccines.

Later, in November 2020, the Congress removed him from office entirely. Manuel Merino became the new president after him. Finally, in November 2025, Vizcarra was sentenced to prison. This was because of taking bribes while he was Governor of Moquegua. His life shows how complex leadership can be in a large country.
