He argued that Congress was blocking progress and risking democracy. On September 30, 2019, Vizcarra used his constitutional authority to dissolve Congress. He did this after a second vote of no-confidence against his government. This led to a period of intense political instability. A snap election was held on January 26, 2020, to elect a new legislature. However, the new Congress was led by the political opposition.
The COVID-19 pandemic arrived during his term and created new difficulties. Vizcarra instituted stay-at-home orders and issued relief funds to help citizens. However, Peru faced challenges like overcrowding and an informal economy. These factors caused the country's gross domestic product to decline by thirty percent. This economic drop increased the political pressure on his government. In September 2020, Congress began impeachment proceedings against him. They accused him of influence peddling following the release of certain audio recordings. This first attempt to remove him did not receive enough votes.
In November 2020, Congress successfully impeached Vizcarra a second time. They declared him "morally incompetent" and removed him from office. Manuel Merino, the President of Congress, succeeded him the next day. This removal caused large street protests across the country. Many people and analysts believed the impeachment was unsubstantiated. On April 16, 2021, Vizcarra was also banned from holding public office for 10 years. This was due to the "Vacunagate" controversy involving COVID-19 vaccines. Finally, on November 26, 2025, he was sentenced to 14 years in prison. This sentence was for taking bribes from construction companies while he was Governor of Moquegua.
