He was born on May 27, 1924, in a place called Clarines. His mother, María Angelica Lusinchi, gave him her family name. He studied medicine at the Central University of Venezuela and graduated in 1947. Long before he was president, he was a very active person in politics. Lusinchi's early life involved many hard jobs and big changes. During his college years, he held several leadership roles for students. He was even part of a movement that changed the government in 1945. Later, he had to hide from the authorities during a military rule. He spent five years living in other countries like Argentina, Chile, and the United States. While living in Santiago, he studied more about helping sick children. He even worked at the Roberto del Río Hospital.

In 1983, Lusinchi won a big election with 56% of the votes. He became the President of Venezuela on February 2, 1984.

At first, he tried to help the country grow. He wanted to pay off foreign debts and help people with social programs. In 1984, the country's economy grew by 6%. He also worked to make oil prices better through a group called OPEC. One very special moment was in 1986 when Pope John Paul II visited Venezuela.

However, things became difficult for the country during his term. Venezuela relied a lot on selling oil to make money. When oil prices changed too much, the economy struggled. This caused the value of the national money, the bolivar, to drop quickly. In December 1986, the government changed the currency value by 93%. To help with the stress, Lusinchi raised wages and controlled prices. These choices led to more debt and higher prices for everything.

Lusinchi finished his time as president on February 2, 1989. After he left, he faced many serious questions about how money was used. People accused him of corruption and using government funds in wrong ways. He was even accused of being linked to mail bombs in 1993. Because of these legal problems, he had to leave Venezuela for a while. He lived in places like Miami and Costa Rica. He lived until May 21, 2014.
