He served as the president of the country from 1979 to 1984. This was a very important time for the nation. He belonged to a political group called COPEI. This group is known as the Christian Democratic party. He won his election in December 1978. He took over from a leader named Carlos Andrés Pérez. Herrera wanted to use the government to help the economy grow.

His plan for the country involved using public money in specific ways. He sent funds into many new industrial and farming projects. The government also gave money to help people buy goods. This is often called a dirigiste view of the economy. He also controlled the prices of many things people bought. This helped the government guide how money moved through the land. He wanted the state to play a large role in daily life.

Herrera's life was not always easy before he became president. He was born in Acarigua in 1925. He studied law at the Central University of Venezuela. However, he was sent to prison during the rule of Marcos Pérez Jiménez. This happened because Luis organized a strike against the dictator. He had to live in exile in Spain and Germany. He finally earned his law degree in 1955 from a school in Spain.

During his time in office, many big things happened in Venezuela. In 1980, he signed a deal with Mexico to share oil. This helped send oil to countries in Central America and the Caribbean. In 1982, he supported Argentina during its war with the United Kingdom. He also worked on a deal with a German company called VEBA. This deal helped start the international growth of the oil company PDVSA. By the early 1980s, the country owed banks over $20 billion.

Eventually, the economy faced many hard times and a meltdown. Poverty became a big problem for many people in the country. Because of this, voters chose a different party in 1983. Herrera left the presidency in 1984 and was replaced by Jaime Lusinchi. He stayed active in his political party for many years. He died in Caracas on November 9, 2007. He was 82 years old when he passed away.
