Growing up, Ma Bufang had a very specific education. His older brother, Ma Buqing, studied classical Chinese. Ma Bufang focused his studies on Islam instead. He studied his religion until he was nineteen years old. Later, he joined the Officers' Training Corps of Qinghai. This training helped him start a military career. He eventually controlled the Great Dongguan Mosque. He worked to build his own strength within the military.

Ma Bufang's rise to power involved many difficult battles. In 1936, he helped stop a large force of 21,800 people. These people had crossed the Yellow River to expand a base. By 1937, Ma Bufang became the governor of Qinghai. He held both military and civilian powers in the province. He stayed in this role until 1949. During this time, he also fought with his uncle, Ma Lin. Ma Lin eventually resigned and went on a Hajj to Mecca.
