He was born in Wuxi, Jiangsu, in 1907. As a young student, he joined protests against unfair rule in China. In 1925, he went to Shanghai University to study new ideas. He learned about Marxism and Leninism from early party leaders. These ideas shaped his view of how to change his country.

Later, Qin traveled to Russia to study at Moscow Sun Yat-sen University. This school was made to train young people for a revolution. While there, he met a student named Wang Ming. Together with others, they formed a group called the 28 Bolsheviks. This group wanted to lead the Chinese revolution using specific ideas. They gained influence through a leader named Pavel Mif. This helped them get important jobs back in China.

In 1931, the 28 Bolsheviks gained much more power. Qin was eventually promoted to General Secretary of the Chinese Communist Party. He was in charge of the party's daily work. However, the group made some very difficult choices. Their plans led to big losses during fights with the KMT party. In 1933, Qin and other leaders had to move to the countryside. They moved to a place called Jiangxi to find safety.

During a long journey called the Long March, things became very hard. Qin and a small team of leaders directed the Red Army. Because of poor plans, the army suffered many losses. One sad moment happened at the Xiang River. Many of the army's best soldiers were lost there. Because of these struggles, other leaders like Mao Zedong took more control. In 1935, at the Zunyi Conference, the leadership changed. Qin stayed in the party, but he was no longer the top leader.

Qin spent his later years working in many different roles. He helped handle the Xi'an Incident in 1936 to help stop war with Japan. In 1941, he led the Xinhua News Agency. He worked hard to make the news helpful to his party. In 1946, he went to Chongqing for peace talks. On his way back to Yan'an, his plane crashed in Shanxi. Many important leaders died in that crash, including Qin. He was only 39 years old.
