He was born in Canada on July 23, 1849. His early years were quite difficult. His father was a strict man who was a retired British Army Sergeant Major. After his mother died, Seth and his siblings had to take care of themselves. His father left Canada to avoid trouble with the law. Seth eventually left home for good when he was 18 years old. He moved to Montana to start a new life.

In Montana, Bullock became a leader in the government. He served in the Territorial Senate in 1871 and 1872. During this time, he helped create Yellowstone National Park. In 1873, he was elected as the sheriff of Lewis and Clark County. Later, in 1876, he moved to Deadwood, South Dakota. He went there with his partner, Sol Star. They wanted to sell tools and supplies in a hardware store. At first, they even worked out of a tent.

Deadwood was a very wild and rowdy place back then. In August 1876, a famous man named Wild Bill Hickok was killed. Because of this, the people in town needed more law enforcement. In February 1877, the government created Lawrence County. The governor appointed Bullock to be the interim sheriff. He took this job very seriously. He worked hard to bring order to the camp. He was known for being brave but never killed anyone while doing his job. He even told the famous Wyatt Earp that his help was not needed.

Bullock was also a very smart businessman. He and Sol Star started the S&B Ranch Company. In 1881, Bullock helped bring alfalfa farming to the Dakota region. He also helped found the town of Belle Fourche. He gave free land to help the railroad build tracks there. In 1894, his hardware store burned down. Instead of giving up, he built the Bullock Hotel on that same spot. It was a large, luxury hotel with 63 rooms. That hotel is still open today!

Bullock was a very close friend of Theodore Roosevelt. They met in 1884 while Bullock was catching a horse thief. Roosevelt later became the President of the United States. Because of their friendship, Roosevelt appointed Bullock as a U.S. Marshal. Bullock also helped raise volunteer soldiers for the war in 1917. After Roosevelt died in 1919, Bullock built a monument for him. Bullock died of cancer on September 23, 1919. He is buried in Mount Moriah Cemetery.
