He helped start a group that we know today as the FBI. This group helps keep people safe by looking into crimes. Finch spent almost 40 years working for the Department of Justice. He worked there in many different roles over a long time. His work helped change how the government handles justice. It is interesting to see how one person can start a big change.

Finch worked his way up through many hard jobs. He started his career as a simple clerk. Between 1893 and 1908, he became a chief examiner. While he worked, he also studied very hard in school. He earned an LL.B. degree in 1908. Then he earned an LL.M. degree in 1909. He went to the George Washington University Law School for this. In 1911, he became a lawyer in Washington, D.C.

Before the FBI existed, the law worked in a different way. The Justice Department did not have its own detectives. If they needed to find facts about a crime, they asked for help. They would borrow people from the Treasury Department. These people were part of the Secret Service. Finch thought this was not the best way to work. He wanted a special squad of detectives just for the Justice Department.

Finch's ideas eventually became a real part of the law. Attorney General Charles Joseph Bonaparte helped make this plan happen. Bonaparte created a force of special agents to do the work. He gave Finch the job of leading this new group. The group was first called the Bureau of Investigation. Finch served as its first director from 1908 to 1912. This group would later grow into the famous FBI.

Life for Finch changed after his time as director. From 1913 to the 1930s, he did many different things. Sometimes he worked in the novelty manufacturing business. Other times, he went back to work for the Justice Department. He moved back and forth between these two different jobs. He finally retired from the Justice Department in 1940. Finch was born in Monticello, New York, in 1872. He passed away on November 22, 1951.
