He was born in Monticello, New York, in 1872. Finch worked for the Department of Justice for many years. He started as a clerk. Later, he became a chief examiner.

Finch also went to law school. He earned two degrees from George Washington University. He became a lawyer in Washington, D.C., in 1911.

In the past, the law had a different way to work. The Justice Department would borrow people from the Treasury Department. These people helped find facts about crimes. Finch wanted a new team of detectives. He thought the Justice Department needed its own group.

Attorney General Charles Joseph Bonaparte helped make this happen. He created a force of special agents. He gave Finch the job of leading them. This group was called the Bureau of Investigation. Later, this group became the FBI.

Finch worked in many different ways after that. He worked in the novelty business. He also worked for the Justice Department again. He retired from his work in 1940.
