This fast way of talking stayed with him for his whole career.

Hoover learned many skills from his very first jobs. He worked as a messenger at the Library of Congress when he was 18. This job taught him how to collect and sort through many pieces of information. Later, he went to George Washington University to study law. He earned his law degrees in 1916 and 1917. After school, he joined the Justice Department in 1917. He worked in a division that dealt with people during World War I.

This early work helped prepare him for a long career in government.

Hoover's rise to power happened through several different roles. In 1924, President Calvin Coolidge appointed him to lead the Bureau of Investigation. At that time, the Bureau only had about 650 employees. In 1935, Hoover helped change the Bureau into the Federal Bureau of Investigation, known as the FBI. He stayed in charge of the FBI for 37 years. In total, he led law enforcement agencies for 48 years. He served under eight different American presidents during his time in office.

He used new technology to change how police work was done. Hoover helped create a large national file for fingerprints. He also helped start the FBI Laboratory in 1932 to study evidence. During the 1930s, many famous bank robbers were active in the Midwest. These criminals used fast cars and big guns to escape. Hoover worked hard to catch these outlaws. His agents were involved in the captures of men like Machine Gun Kelly and John Dillinger.

These successes made the FBI much more well-known across the country.

Even though he was successful, Hoover was also a very controversial figure. After he died in 1972, people learned about his secretive ways. Evidence showed that he often broke the laws he was supposed to enforce. He used the FBI to spy on private citizens and government officials. He used things like wiretapping and illegal searches to get information. He also used his power to bother people who had different political ideas.
