They soon get caught up in a crime involving a bomb. Vargas begins to suspect that Captain Quinlan is not an honest man. He thinks the captain plants fake evidence to catch criminals.

Making the film was a very big job for the team. The story was loosely based on a book called Badge of Evil. This book was written by Whit Masterson in 1956. Universal-International bought the rights to the book in April 1956. Albert Zugsmith was chosen to be the producer. He hired a writer named Paul Monash to write the first script. Later, Orson Welles took over the writing duties. He changed the setting to the border near Tijuana. He also changed the main character to be Mexican. Welles wanted to show how the border towns were affected by many different things.

Filming took place in Venice, California. The crew worked from February 18, 1957, until April 2, 1957.

Welles used a very special way to film the scenes. He used deep focus and low-angle shots. These shots made the character Quinlan look very large. One famous scene is a long opening shot. It uses a crane and lasts almost three and a half minutes. Charlton Heston also starred in a scene inside a moving car. This was one of the first times dialogue was filmed in a moving vehicle. This helped make the movie feel very real.

Creating the film was not always easy for Orson Welles. He had many disagreements with the studio leaders. The executives wanted to change how the movie was edited. They even ordered new scenes to be filmed in November 1957. Welles was very upset by these changes. He wrote a 58-page memo to explain his vision. He asked the studio to use his original version. At first, many film critics did not like the movie. However, audiences in Europe loved it very much. The film won top awards at the Brussels World Film Festival in 1958.

Today, people see this movie in a much better way. In the 1970s, its reputation grew much stronger. Many people now call it one of the best noir films ever made.

In 1998, an editor named Walter Murch re-edited the film. He used the ideas from Welles's long memo. This helped bring the director's original vision back to life. The film is also very important to history. In 1993, the Library of Congress selected it for preservation. They chose it because it is culturally and historically significant. It remains a masterpiece of cinema.
