It tells the story of a police captain named Hank Quinlan. He is a veteran officer with a prosthetic leg. He uses a cane to help him walk. A prosecutor named Miguel Vargas begins to investigate a bomb crime. Vargas soon suspects that Quinlan is not an honest man. He thinks the captain plants fake evidence to catch criminals.

Making the film was not easy. Welles had many fights with the studio leaders. They wanted to change his work. He even wrote a long memo to defend his vision. For a long time, critics did not like the movie. But people in Europe loved it. They gave it top awards in 1958. Later, people realized how great it was. In 1998, a man named Walter Murch re-edited it. He used Welles's original ideas. Now, it is a very important piece of film history.
