The plot begins when a time bomb explodes in a vehicle. This event triggers a mystery involving corruption and dishonest police work.

The production of the film began with a mystery novel. The book was titled Badge of Evil, written by Whit Masterson in 1956. Universal-International bought the film rights in April 1956. Producer Albert Zugsmith hired Paul Monash to write the first script. However, Zugsmith did not like the script and stopped development. In January 1957, Charlton Heston joined the project. Heston suggested that Orson Welles should direct the film. Universal-International offered Welles $125,000 to act, direct, and rewrite the script.

Welles accepted the job and finished his rewrite in only ten days.

Welles made significant changes to the original story. He moved the setting from San Diego to the border near Tijuana. He also changed the main character from Mitch Holt to Miguel Vargas. Welles wanted the character to be Mexican for political reasons. He wanted to show how border towns were corrupted by various influences. The cast included many notable actors. Janet Leigh played Susie Vargas. Joseph Calleia played Pete Menzies, Quinlan's loyal assistant. Marlene Dietrich and Akim Tamiroff also appeared in the film.

Filming took place in Venice, California. The crew worked from February 18, 1957, to April 2, 1957.

Welles and cinematographer Russell Metty created a unique visual style. They used a technique called deep focus to keep the background clear. They also used low-angle shots to make Quinlan look larger. One famous part of the film is the opening crane shot. This single shot lasts almost three and a half minutes. Heston also noted that a scene in a convertible was a rare example of filming dialogue in a moving car.

The post-production process was very difficult for Welles. He worked on the editing with Edward Curtiss and later Virgil Vogel. During this time, Welles had many creative differences with Universal executives. The studio wanted a more conventional editing style. They even ordered re-shoots in November 1957. Welles was very unhappy with these changes. He wrote a 58-page memo to explain his creative vision. He asked the studio to restore his original version of the film.

Initially, many film critics did not like the movie. However, it became very popular with audiences in Europe. The film won top awards at the 1958 Brussels World Film Festival. By the 1970s, the reputation of the film began to change. It is now considered one of the best noir films of the classic era.

In 1998, editor Walter Murch re-edited the film. He used Welles's 58-page memo to follow the director's original vision. This helped restore the movie to how Welles intended it to be seen.

Touch of Evil holds a very special place in film history. In 1993, the Library of Congress selected it for preservation. They chose it for the United States National Film Registry. This is because the film is culturally, historically, or aesthetically significant. It serves as a masterclass in visual storytelling and complex character studies. The film connects the world of crime drama to deep themes of racism and corruption. It remains a vital piece of American cinema history.
