Scarborough Shoal is a unique coral atoll in the sea.

It sits between the Macclesfield Bank and the island of Luzon. The nearest land is in Palauig, Zambales, which lies to the east. This shoal is a triangle-shaped chain of reefs and rocks.

It covers a large area that includes an inner lagoon. A deep area called the Manila Trench sits between the shoal and Luzon. The highest point of the atoll is called South Rock.

This rock stays above the water even when the tide is high.

The shape of the shoal is very specific. It forms a triangle using many reefs and rocks. The total perimeter of this shape is about 150 kilometers.

Inside the triangle, there is a wide lagoon. To get into this lagoon, you must pass through a channel. This channel is about 1 kilometer wide and 10 meters deep. Several other coral rocks surround the lagoon to complete the atoll. The whole area sits about 120 kilometers west of Subic Bay. This structure creates a protected space within the open ocean.

Many different names have been used for this place over time. The English name comes from a British merchant ship. This ship was named the Scarborough. It grounded on one of the rocks on 12 September 1748.

The Spanish once called it Masinloc Shoal. The Philippines also uses names like Panacot, Galit, and Lumbay. A Spanish survey in 1792 was led by Alejandro Malaspina. He traveled on a ship called the Santa Lucía. In 1800, the name Maroona Shoal was used on some charts. These names show how many different people have visited the area.

Today, the shoal is a place of many disagreements. The People's Republic of China, Taiwan, and the Philippines all claim it.

Since a standoff in 2012, China has had control of the area. The China Coast Guard stays there to watch the lagoon entrance. They have used water cannons during recent encounters. In 2016, a legal tribunal made an important ruling. The court said that Chinese and Filipino fishers have traditional fishing rights. However, the court did not decide which country owns the shoal.

It also ruled that the shoal is a rock.

Understanding this place requires looking at old maps and laws. The Philippines uses the 1734 Velarde map as evidence.

This map shows the area as part of the Philippines. International law helps decide how countries claim land. One rule is that treaties must be checked against old laws. Another rule says that inhabited lands are treated differently than empty ones. Maps can sometimes help prove a claim, but they are not always enough. These rules help the world manage places like Scarborough Shoal.
