The shoal has many names. The English name comes from a ship. The ship was named the Scarborough. It hit the rocks in 1748. Many countries claim this area. China, Taiwan, and the Philippines all say they own it. This has caused many arguments. Since 2012, China has had control of the area. They use ships to watch the entrance to the lagoon. In 2016, a court made a ruling. The court said that fishers from both China and the Philippines have rights to fish there. However, the court did not decide who owns the land. The area remains a place of many disputes.
