His career spans decades of significant political and economic change. He is known for his leadership during wartime and his role in Armenia's economic development.

He also remains a controversial figure due to political conflicts and legal challenges.

Kocharyan was born on August 31, 1954, in Stepanakert. This city is the capital of the Nagorno-Karabakh Autonomous Oblast. He began his professional life as an engineer at an electro-technical plant. In 1982, he graduated with honors from the Karl Marx Polytechnic Institute in Yerevan. This school is now known as the National Polytechnic University of Armenia. During the 1980s, he worked within the communist youth league and party. He eventually became a leader in the Karabakh movement through the Krunk organization. This movement sought to transfer the Nagorno-Karabakh region from Azerbaijan to Armenia.

His political rise occurred during the dissolution of the Soviet Union. This period led to the Nagorno-Karabakh conflict, which became an all-out war. Kocharyan participated in the Capture of Shusha in May 1992. This was a major Armenian victory during the conflict. In August 1992, he became the chairman of the State Defense Committee. This body held all executive powers during the war. He also served as the Prime Minister of the Nagorno-Karabakh Republic (NKR). After a ceasefire was signed in May 1994, he was elected the first President of the NKR. He served in this role until 1997.

Kocharyan moved into the national government of Armenia in 1997. He first served as the Prime Minister of Armenia. In February 1998, he and other officials forced President Levon Ter-Petrosyan to step down. This happened because they opposed a peace plan for Karabakh. The plan suggested a "phased" settlement for the conflict. This would have involved returning certain territories in exchange for security. Shortly after, Kocharyan was elected the second President of Armenia on March 30, 1998. He won after a two-round election process. He served as President until 2008.

His presidency was marked by significant economic changes. Between 2001 and 2007, Armenia's economy grew by an average of 12% annually. This growth was largely driven by a construction boom. Supporters credit Kocharyan with securing this economic progress. However, critics argue his leadership promoted an oligarchy. An oligarchy is a system where a small group of people holds most of the power. Critics also accused him of promoting corruption within the government.

Kocharyan's tenure also included periods of intense political unrest. In 2003, he won a second term in a two-round election. This election faced accusations of fraud from international observers. In 2008, protests broke out following the presidential election. Protesters accused the government of rigging the results for Serzh Sargsyan. On March 1, 2008, clashes occurred between police and protesters in Yerevan. These clashes resulted in the deaths of ten people. This included eight protesters and two policemen. Following this, Kocharyan declared a 20-day state of emergency. On July 26, 2018, Kocharyan was charged regarding the 2008 crackdown. His trial began in May 2019 but ended in March 2021. The Constitutional Court ruled that the specific law used for his trial was unconstitutional.

In recent years, Kocharyan has returned to active politics. This return followed the Second Nagorno-Karabakh War in 2020. In the 2021 Armenian parliamentary elections, he led the Armenia Alliance. This alliance included the Armenian Revolutionary Federation and the Reborn Armenia party. The alliance finished in second place behind the Civil Contract party. This result allowed his group to enter the parliament as the opposition. His career continues to influence the political landscape of the region.
