He served as the country's first and third president after it transitioned to democracy. His career spanned many decades of intense political change. He was an engineer by training before becoming a leader. Iliescu's life is closely tied to the history of the Romanian state. He helped guide the nation through the end of communism. His influence shaped how Romania interacted with the rest of the world.

His father, Alexandru, was a railroad worker and a member of the Romanian Communist Party. This party was actually illegal at the time of his birth. His grandfather, Vasili Ivanovici, was a Bolshevik Jew from the Russian Empire. Vasili moved to Oltenița around 1895 and changed his name to Iliescu. Ion's early life included many changes in his family. His mother left when he was only one year old. He was later raised by his grandparents and a stepmother. In 1939, his aunt Aristița helped him study in the Soviet Union.

Iliescu studied fluid mechanics, which is the study of how liquids and gases move. He studied at the Bucharest Polytechnic Institute. He also attended the Moscow Power Engineering Institute as a foreign student. While in Moscow, he served as the secretary for the Association of Romanian Students. He entered politics early by joining the Union of Communist Youth in 1944. He later joined the Communist Party in 1953. By 1965, he was elected to the Central Committee of the Romanian Communist Party. He held roles such as Minister for Youth-related Issues. However, the leader Nicolae Ceaușescu did not fully trust him.

This lack of trust led to Iliescu being sidelined from national politics.

From 1972 to 1989, Iliescu held various local and administrative roles. He served as vice-president of the Timiș County Council and president of the Iași Council. He also managed the Editura Tehnică publishing house. During this time, the Securitate, which was the secret police, kept a close watch on him. This was because he was in opposition to Ceaușescu's rule. In December 1989, the Romanian Revolution changed everything.

The Ceaușescus were captured and executed on Christmas Day. Iliescu led a group of communist dissidents during this transition. He proposed a new kind of democracy for the country.

In May 1990, Iliescu became Romania's first freely elected head of state. He won the presidential election with a massive 85 percent of the vote. This was the largest vote share for a free presidential election in Romania. He served his first term from 1990 to 1996. He later founded the Social Democratic Party (PSD). After his first term, he lost the 1996 election to Emil Constantinescu. Despite the loss, Iliescu conceded the results within hours. This was a significant moment for Romanian democracy. He later returned to the presidency for a second term from 2000 to 2004.

During his second term, Romania took important steps toward international cooperation. In 2004, Romania joined NATO, which is a military alliance.

These meetings showed Romania's growing place in the global community. His presidency helped bridge the gap between the old era and the new.

In his later years, Iliescu faced serious legal investigations. In April 2018, he was charged with crimes against humanity. The charges involved military measures used during the 1989 revolution. These measures were described as having a diversionary character. The legal process was complex and lasted several years. A judge rejected the case in 2020 due to irregularities. However, the indictment was remade by authorities. In 2023, the Court of Appeals approved a trial for the case.
