He served as the 34th president of Brazil from 1995 to 2003. Cardoso is highly respected for his academic work in sociology and political theory. He is specifically known for his research on dependency theory. This theory examines how different nations relate to one another economically. His scholarly contributions earned him many prestigious honors. These include the Prince of Asturias Award for International Cooperation in 2000. He also received the Kluge Prize from the US Library of Congress in 2012.

As a scholar, Cardoso focused on the complex structures of society. He earned his bachelor's degree from the Universidade de São Paulo in 1952. He later completed both his Master's and Doctorate degrees there as well. His doctoral thesis examined the history of slavery in Southern Brazil. This work critiqued existing views using a Marxist perspective. It has since become a classic text in the field. Cardoso also earned the Livre-Docência degree in 1963. This is the highest level of academic recognition in Brazil. He later held the position of Cathedratic Professor of Political Science.

Cardoso's academic influence extended far beyond the borders of Brazil. He served as the 10th president of the International Sociological Association. This leadership role lasted from 1982 to 1986. He also worked as a visiting professor at several famous institutions. These include Cambridge University, Stanford University, and the University of California, Berkeley. He has been a Fulbright Program distinguished fellow. His work on dependency theory became especially acclaimed in the United States. He is fluent in several languages, including Portuguese, English, French, and Spanish. He can also express himself in Italian and German.

His transition into politics began during Brazil's move toward democracy. He joined the opposition to the military-dominated regime. In 1982, he became a Senator from São Paulo. He later helped found the Brazilian Social Democracy Party, known as the PSDB. Cardoso played a vital role in the National Constituent Assembly. During his presidency, he implemented significant economic reforms. He continued efforts to keep inflation rates low. He also oversaw the privatization of several state-owned companies. These included companies in telecommunications, mining, and steel milling. Examples include Telebras and Companhia Vale do Rio Doce. Some economists suggest these sales helped the companies become more profitable.

His administration also addressed social issues and human rights. Cardoso was the first president to tackle the gap between the rich and the poor. He established several social programs to help citizens. These included Bolsa Escola, Bolsa Alimentação, and Auxílio Gás. His wife, Ruth Cardoso, helped lead programs focused on education. She believed education could help people escape poverty.

On the topic of human rights, he created a national secretariat. He also issued Decree 1775 in 1996 regarding indigenous territories. This decree helped define the boundaries of indigenous lands. However, it was controversial because it allowed for counterclaims by nearby landowners. In 2000, he also demanded the release of files regarding Operation Condor. This was a network of military dictatorships in South America.

Despite many successes, his second term faced difficult challenges. International crises and an energy crisis occurred during this time. The value of the Brazilian Real also experienced a significant devaluation. These factors led to a drop in his popularity. Consequently, he was succeeded by Luiz Inácio Lula da Silva in 2003.
