He was born on August 31, 1954, in Stepanakert. This city is the capital of the Nagorno-Karabakh region. Before he entered politics, he studied to be an engineer. He graduated from the Karl Marx Polytechnic Institute in Yerevan in 1982. He even earned honors for his hard work there. Early in his career, he worked at an electro-technical plant.

Kocharyan held many different leadership roles over many years. He first served as the Prime Minister of Nagorno-Karabakh. After that, he became the first President of the Nagorno-Karabakh Republic. He led this region from 1994 to 1997. Later, he moved into national politics in Armenia. He served as the Prime Minister of Armenia from 1997 to 1998. Finally, he became the second President of Armenia. He held this top office from 1998 until 2008.

His time as president brought both growth and debate. Between 2001 and 2007, Armenia's economy grew very quickly. On average, the economy grew by 12% every single year. Much of this growth came from a large construction boom. Many new buildings were being built across the country. However, not all people agreed with how he led. Some critics said he helped a small group hold too much power. They accused him of promoting a system called an oligarchy.

There were also very difficult moments during his leadership. In 2008, there were large protests after a presidential election. These protests happened in Yerevan, the capital of Armenia. Clashes between the police and the protesters led to ten deaths.

Because of this, Kocharyan was later charged with crimes. His trial began in May 2019 to look into these events. The trial ended in March 2021 when a court made a specific legal decision.

Even after his presidency, Kocharyan stayed active in his country. He returned to politics after the Second Nagorno-Karabakh War in 2020. In the 2021 elections, he led a group called the Armenia Alliance. This group included the Armenian Revolutionary Federation and the Reborn Armenia party. They came in second place in that election. This allowed them to enter the parliament as the opposition.
