He has served as President of Russia during several periods. He also served as Prime Minister from 1999 to 2000 and again from 2008 to 2012. Since 2000, many observers have described him as the de facto leader of the country. This means he holds the actual power in the Russian government.

Putin's early life was shaped by the hardships of the Soviet Union. He was born on October 7, 1952, in Leningrad, which is now Saint Petersburg. His family experienced significant loss during World War II. His father, Vladimir Spiridonovich Putin, was a conscript in the Soviet Navy. His mother, Maria Ivanovna Putina, worked in a factory. Two of Putin's brothers died during his childhood. One brother died in infancy. Another brother, Viktor, died of diphtheria and starvation in 1942 during the Siege of Leningrad.

Before his political career, Putin was an intelligence officer for the KGB. The KGB was the main security agency of the Soviet Union. He joined the agency in 1975 after studying law at Leningrad State University. He graduated in 1975 with a degree focused on international law. Putin rose to the rank of lieutenant colonel. From 1985 to 1990, he was stationed in Dresden, East Germany. There, he worked as a liaison officer with the Stasi, the secret police of East Germany.

His presidency has been marked by major economic and military shifts. During his first term, the Russian economy grew by an average of seven percent every year. This growth was driven by economic reforms and a fivefold increase in oil and gas prices.

However, his leadership has also involved several military conflicts. He led Russia in a conflict against Chechen separatists to re-establish federal control. He also oversaw the Russo-Georgian War while serving as Prime Minister. In his third term, Russia occupied and annexed Crimea.

Later actions led to significant international tension and economic difficulty. Putin ordered a military intervention in Syria to support his ally during the Syrian civil war. In February 2022, he launched a full-scale invasion of Ukraine. This led to international condemnation and the expansion of international sanctions. These sanctions, combined with a drop in oil prices, caused a financial crisis in Russia. In September 2022, he announced a partial mobilization and annexed four Ukrainian oblasts.

Today, the nature of the Russian political system under Putin is a subject of global concern. His rule has been described as an authoritarian dictatorship. This system is often characterized by a personality cult. Critics point to endemic corruption and widespread human rights violations. These include the suppression of political opponents and the censorship of independent media. Russia has received very low scores on several international indices. These include the Democracy Index and the World Press Freedom Index.

Legal and political developments continue to follow his leadership. In March 2023, the International Criminal Court issued an arrest warrant for Putin. The warrant is related to alleged war crimes involving illegal child abductions. In April 2021, constitutional amendments were signed into law. These amendments may allow him to run for president twice more. This could potentially extend his time in power until 2036. He was most recently reelected to another term in March 2024.
