Poll tax

society Maturity 11-13 Next article →

A poll tax is a special kind of fee. It is also called a head tax or capitation. This name comes from an old word for the top of a person's head. In this system, every person pays the exact same amount of money. It does not matter if a person is very rich or very poor. This makes the tax regressive. This means the tax feels much heavier for people with little money. For example, a $100 tax is only 1% of a $10,000 income. But that same $100 is 20% of a $500 income.

Governments have used these taxes for a very long time. In ancient times, they were a main way to get money. In England, leaders used them to pay for wars. In the 1300s, the government of John of Gaunt used a poll tax. Later, in 1381, a poll tax helped cause the Peasants' Revolt. In the 1600s, Charles II used a poll tax to pay for the army. During this time, people often paid based on their social rank. A duke might pay £100, while a widow might pay much less.

Different religions also had rules about these taxes. In Jewish law, men over twenty paid a half-shekel. This money helped care for the Temple of Jerusalem. In Islamic law, there was a tax called the jizya. It was paid by non-believers living under Islamic law. Some people saw it as a way to show loyalty to the government. Others saw it as a heavy burden. In the 12th century, the tax became very hard for Jewish people in Egypt. Some scholars think this pressure caused many people to change their religion.

Some poll taxes were used to make things unfair. In the United States, some states used a tax to stop people from voting. This was often used against minority voters and poor people. In Canada, the government passed the Chinese Immigration Act of 1885. This created a head tax for people coming from China. It was meant to stop them from entering the country. This tax lasted until 1923, when a new law stopped most Chinese immigration. The tax was finally repealed in 1947.

In more recent history, these taxes still caused big changes. In 1920, the British government in Ceylon charged a poll tax. Men had to pay 2 rupees every year. If they could not pay, they had to work on roads for one day. People protested, and the tax ended in 1925. In the United Kingdom, Margaret Thatcher introduced a new poll tax in 1989. This was meant to fund local governments. It replaced older rules based on house values. These stories show how taxes can change how people live together.
