Excise

society Maturity 11-13 Next article →

An excise is a special kind of tax used by governments. It is a fee placed on a specific group of goods. Most of the time, this tax is paid when a product is made. This makes it different from a sales tax. A sales tax is paid when you buy something at a store. An excise is also different from a customs duty. Customs duties are fees paid when goods cross a border. Instead of being based on price, an excise is based on quantity. This means you pay for a specific amount, like one gallon or one unit.

How does this tax work for the person buying things? The maker or seller is the one who pays the fee to the government. However, they usually try to get that money back. They do this by raising the price of the item. This means the person who eventually buys the item pays the tax. These taxes are often much higher than regular sales taxes. They usually apply to only a small range of products. For example, a government might tax alcohol or tobacco. They might also tax energy products like oil or gas.

Excise taxes have a very long history. They have been used in England since the late 1400s. The word comes from Middle Dutch words for taxes on wine or beer. In the mid-1600s, the tax was brought to England from the Netherlands. It was used to tax drinks in the year 1650. Later, the Tenures Abolition Act of 1660 changed how it worked. It was used instead of rent for certain lands owned by the king. This helped the government collect money from wealthy people.

Governments use these taxes for many important reasons. One reason is to raise money to run the country. In 2020, these taxes made up 30% of total tax money in many countries. Another reason is to change how people act. Some taxes are called "sin taxes" because they target products like alcohol or tobacco. These taxes aim to stop people from using things that might hurt their health. Other taxes are called "green taxes." These are placed on things like gasoline to help protect the environment. Money from these taxes can also help pay for things like roads.

Today, we see excise taxes on many items we use every day. Many countries tax gasoline or diesel to pay for transportation. They also tax luxury goods that only wealthy people can buy. Some places even use taxes on illegal items as a way to punish people. In the United States, some states tax cannabis now that it is legal. In the past, England even put stamps on playing cards for gambling taxes. This is why some old cards have very fancy designs. These taxes help manage how much people use certain things in society.
