It sits about halfway between the cities of La Paz and Sucre. As of 2012, the city had a population of 264,683 people. This makes it the fifth-largest city in the whole country. Oruro serves as the capital for the Department of Oruro. It is also a very important center for the Roman Catholic Diocese of Oruro. The city's life often changes based on the mining industry.

The city relies heavily on mining many different types of metals. Miners work to find and extract tin, tungsten, silver, and copper. Because of this, the city goes through cycles of boom and bust. A boom happens when mining is very successful and the city grows. A bust happens when the mining industry slows down. These changes affect how many people live in the city and how it grows. The wealth from these metals has shaped the city for hundreds of years.

Long before the Spanish arrived, many different groups lived on this land. The Uru people were one of the important groups in the area. Later, the Aymara people arrived and lived near the Uru. The Inca Empire also ruled this territory for a time. They built important places like the Temple of the Sun in nearby Paria. In 1565, a captain named Lorenzo de Aldana found silver mines in the region.

The Spanish officially founded the city on November 1, 1606. They named it Real Villa de San Felipe de Austria. This name honored King Philip III of Spain. A judge named Manuel de Castro del Castillo y Padilla was responsible for the founding. The city was designed in a grid pattern, which was a common style in Europe. At its start, the town had about 15,000 inhabitants. These people included Spanish miners, Africans, and Indigenous groups like the Quechua and Aymara.
