He was born in 1910 in a place called Karma Gorge. His family was part of the Horkhang, which was a famous group of leaders. His father was the governor of Chamdo and led the Tibetan army. Ngapoi studied traditional Tibetan books when he was young. Later, he traveled to Britain to continue his education. He returned home in 1932 to serve in the Tibetan army.

In 1936, Ngapoi started working as a local official in Chamdo. By April 1950, he was appointed the governor-general of that area. He also became the commander-in-chief of the Tibetan Army. Ngapoi wanted to find a way to talk instead of fight. He chose not to build big walls or hire more warriors. He believed it was better to negotiate with the incoming forces. In October 1950, the Tibetan forces met the People's Liberation Army. The battle ended very quickly because the two sides were not a match.

After the battle, Ngapoi surrendered Chamdo to the Chinese.

He signed a famous paper called the Seventeen Point Agreement. This deal said Tibet would stay under Chinese rule. However, it also promised that Tibet could keep its own religion and freedom.

Many people had different ideas about this new agreement. Some people in the Tibetan community felt it was not fair. They believed the deal was forced on them using threats. The Dalai Lama later said the people did not accept it. However, other leaders said the group had permission to negotiate. They even used a secret codebook to talk to leaders back home. They wanted to make the best choices for their situation. Ngapoi worked to solve hard problems like food shortages for the soldiers.

Ngapoi was a man who wanted to modernize his home. He led a group called the Reform Assembly to make new laws. These laws changed how money and loans worked in the counties.
