He was born in 1905 at the Thinley Rabten Palace. This palace was located in the Wangdue Phodrang District. As a young man, he studied at Wangduechhoeling Palace. There, he learned English and Hindi. He also received a religious education. In 1923, he was given the title Penlop of Trongsa. This was a step toward his future role.

Jigme Wangchuck focused much of his work on his own land. He wanted to improve the buildings in Bhutan. He oversaw the renovation of many monasteries and dzongs. A dzong is a type of important building. He worked on these in eastern Bhutan. He also founded and fixed many schools. The King built new royal homes in several places. These included the Kuenga Rabten winter palace. He also built homes at Samdrupcholing and Domkhar.

Making the laws fairer was another big goal for him. He wanted to help the people living in Bhutan. He reduced the judicial fees for the citizens. This made the legal system easier for them to use. He also discouraged capital punishment for most crimes. He only allowed it for the crime of murder. If people felt a judgment was wrong, they could ask him. He allowed citizens to appeal to him directly. This gave people a way to seek justice.

Bhutan stayed mostly isolated from the rest of the world. However, the King kept a close bond with the British Raj in India. During World War II, he sent 100,000 rupees to the Raj. This was a gesture of goodwill. In return, the Raj helped keep Bhutan isolated from Westerners. After India became independent, the King sent a group to meet them. This led to a friendship treaty in 1949.

Under this treaty, India gave Bhutan a yearly subsidy. India also gave Bhutan 32 square miles of land in Dewangiri.

In his final days, the King enjoyed his favorite hobby. He loved to play archery. When he fell ill in early 1952, he practiced archery often. Sadly, his health became much worse after ten days. He went to the Kuenga Rabten Palace to rest. He passed away there on 30 March 1952. His son, Jigme Dorji Wangchuck, became the next King.
