He was the only son among five children.

His journey to becoming king began with much study. He learned at St. Joseph's School in India. He also went to schools in England. These included Summerfields School and Heatherdown School. He finished his studies in 1969. In 1971, his father made him chairman of the National Planning Commission. This job helped him learn how to plan for the country. At age 16, he was also named the Trongsa Penlop. This was a special role where he received a saffron scarf.

Becoming king happened very suddenly for him. His father died in Kenya on 21 July 1972. At only 16 years old, Jigme became the King of Bhutan. He was the youngest monarch in the world at that time. Just three days after his father died, he began leading the nation. His official coronation ceremony took place later on 2 June 1974. This public event was held in Thimphu. Many leaders from other lands, like India and Bangladesh, attended the ceremony.

He wanted to change how Bhutan was ruled. He moved the country from an absolute monarchy to a democracy. This means people gained more power to help run their own areas. He started local groups called DYT in 1981 and GYT in 1991. In 2001, he helped start a group to write a Constitution. He traveled to all 20 Dzongkhags to show the people this new set of rules. The Constitution became official on 18 July 2008. He also used a special idea called Gross National Happiness. This idea says that a country's success is about the happiness of its people. It focuses on nature, culture, and good government.

Life in Bhutan changed a lot during his time. He worked hard to build more schools and hospitals. In 1974, only 14,000 students were in school. By 1998, there were 322 schools across the land. He also helped people stay healthy. The number of health clinics grew from 56 to 715 by 2006. Because of this, people began to live much longer lives. He even led a military group called Operation All Clear in 2003. Finally, he stepped down in 2006 to let a new king lead. His son, Jigme Khesar Namgyal Wangchuck, is the current King.
