Joseph found a way to return to the United States in 1924. He hid on a Cuban fishing boat. The boat was headed toward Tampa, Florida. He and a man named Peter Magaddino arrived together. At a train station in Jacksonville, officers held Joseph for a short time. He was released after $1,000 in bail was paid. An uncle helped with this payment. Joseph first worked at a bakery owned by his uncle. He even took acting classes in Manhattan. Later, he worked in a distillery inside an apartment basement.

History shows that Joseph became a leader very early. A man named Salvatore Maranzano became his mentor. Between 1930 and 1931, a conflict called the Castellammarese War happened. Joseph and Maranzano fought against other groups in Brooklyn. A group of younger members called the "Young Turks" emerged during this time. These men wanted to change how things worked. Lucky Luciano led this younger group. After Maranzano was killed in 1931, Joseph took over much of the family. He became a boss at only 26 years old.

Joseph ran many different kinds of businesses. He owned three companies that made coats. He also owned laundries and a trucking company. He even had a business that supplied cheese. In 1945, he became a United States citizen. He had a wife named Fay Labruzzo. They had three children named Bill, Catherine, and Joseph Jr. He also owned funeral homes in Brooklyn. Some people thought these homes helped hide things from the police.

In 1963, Joseph made a plan with Joseph Magliocco. They wanted to target other leaders on the Commission. The Commission is a group that governs the Mafia. One man, Joseph Colombo, told the targets about the plan. This caused big trouble for the leaders. Joseph fled to Canada in 1964. He later returned to New York and then disappeared. This led to a period of fighting called the "Banana War." It lasted until 1968. Joseph eventually moved to Arizona. He wrote an autobiography in 1983. He died in Tucson on May 11, 2002.
