Evans joined the Ku Klux Klan in Dallas in 1920. The Klan was a white supremacist group. This means they believed white people should hold all the power. Evans rose through the ranks very quickly. In 1921, he was an officer for the Texas branch. By 1922, he was a national secretary. In 1923, he became the Imperial Wizard, which is the top leader. He took this role after a group of activists removed the previous leader, William Joseph Simmons.

As the leader, Evans wanted to make the Klan a political power. He moved the group's headquarters from Atlanta to Washington, D.C. In 1923, he presided over a massive gathering with over 200,000 people. He also organized a huge march on Pennsylvania Avenue. About 30,000 members marched in that event. Evans used his speaking skills to help many candidates win elections in 1924. He wanted to promote a specific type of American nationalism. He believed white Protestants were the only true Americans.

Evans had many strong and unkind views about other people. He spoke against immigrants from Southern and Eastern Europe. He claimed these people were a threat to the country. He also attacked Catholic and Jewish people. He wrongly argued that they were not loyal to the United States. He even used ideas from writers who promoted scientific racism. Under his leadership, the Klan grew in the Midwest. Many members lived in industrial cities like Detroit, Michigan. Some of his most active members were in Indiana and Illinois.

Things began to change for Evans and the Klan in the 1930s. The Great Depression caused the group to lose much of its money. Evans had to work for a construction company to earn a living. He resigned from his leadership role in 1939. A year later, he faced a legal scandal in Georgia. He had to pay a fine of $15,000 after the legal process. Historians say his political influence did not last very long. His time as a leader changed how the group acted in politics.
