He served as the Imperial Wizard of the Ku Klux Klan from 1923 to 1939. The Klan was a white supremacist organization that believed white Protestants should hold exclusive power in the United States. Evans sought to transform this group from a local movement into a major national political force. He used his skills as a public speaker to spread his specific ideas about American identity. His leadership changed the group's focus from the South toward the industrial Midwest.

Evans was born on September 26, 1881, in Ashland, Alabama. His family later moved to Hubbard, Texas, during his childhood. He attended Vanderbilt University to study dentistry and received his professional license in 1900. Before joining the Klan, Evans was active in Freemasonry and the Shriners. He established a dental practice in downtown Dallas that provided inexpensive services to the community. He was described as an ambitious man who was well dressed and a skilled orator.

Evans joined the Dallas chapter of the Klan in 1920. He quickly moved up the organizational ranks through successful recruitment efforts. In 1921, he was appointed as an executive for the Texas branch. By 1922, he served as the Imperial Kligrapp, which was a role similar to a national secretary. During this time, he was involved in violent vigilante activities in Dallas. He participated in the kidnapping and torture of a Black man named Alex Johnson. Later, as the national leader, Evans publicly discouraged such violence to avoid government scrutiny and protect his political goals.

In November 1922, Evans joined a group of activists to remove the existing leader, William Joseph Simmons. This group used a reorganization plan to take practical control away from Simmons. Evans was formally installed as the Imperial Wizard at a large gathering in Atlanta in 1923. He moved the organization's headquarters from Atlanta to Washington, D.C. to increase its political presence. He also organized a massive march of 30,000 members on Pennsylvania Avenue. This remains the largest march in the history of the organization.

Evans promoted a philosophy known as nativism and Protestant nationalism. He argued that white Protestants were the only true Americans because they were descendants of early colonists. He used ideas from writers who promoted eugenics, which is the study of improving human populations through controlled breeding. He also used scientific racism to justify his views on racial hierarchy. Evans attacked immigrants from Southern and Eastern Europe, calling them a threat to national unity. He also expressed strong opposition to Catholicism and Judaism. He claimed that Catholic loyalty to the Pope made them unpatriotic.

Under Evans, the Klan expanded its reach far beyond the Southern United States. The group grew significantly in the Midwest and in many large industrial cities. For example, more than 40,000 members lived in Detroit, Michigan, which accounted for over half of the total membership. The organization also gained followers in states like Indiana, Illinois, Nebraska, Colorado, Oregon, and Washington. This growth was often driven by native-born Americans who were competing with immigrants for industrial jobs. However, this massive expansion of political influence proved to be temporary.

Economic and internal problems eventually weakened Evans's leadership. The Great Depression in the 1930s caused the Klan's income to drop significantly. Evans had to take a job at a construction company to supplement his pay. He also faced internal conflicts with other leaders, such as D.C. Stephenson in Indiana. Evans resigned his position as Imperial Wizard in 1939 after he disavowed anti-Catholicism. In 1940, he was involved in a government corruption scandal in Georgia. This legal proceeding resulted in Evans being fined $15,000.

Historians view Evans as a figure who redirected the Klan toward organized political activity. He shifted the group's identity to focus on white supremacy, Protestantism, and nativism. While he successfully increased membership in urban areas, the political power he sought did not last. His era showed how extremist ideologies can attempt to use political systems to gain influence. His life reflects a period of intense social and political tension in American history.
