He was born on 9 June 1943, in Baghdad, Iraq. His family was wealthy and his name means "watchmaker" in Turkish. In 1947, his father moved the family to Finchley, north London. This move happened because his father faced persecution in Iraq. His father, Nathan, built a successful business with textile mills. Charles grew up in a large house in Highgate. He studied at Christ's College and later the London College of Communication.

Charles spent much of his life working in the world of advertising. He began his career in 1965 as a copywriter at Benton & Bowles. He later teamed up with an art director named Ross Cramer. In 1970, Charles and his brother Maurice started Saatchi & Saatchi. This company grew very fast and became a huge success. By 1986, it was the largest advertising agency in the entire world. It had more than 600 offices around the globe. The agency was famous for big campaigns, like those for the Conservative Party in 1979. In 1995, the brothers left and started a new agency called M&C Saatchi.

Art has been a major passion for Charles since he was young. He bought his first piece of art in 1969 when he was 26. He started by collecting minimalist art from America. In the 1980s, he bought a large warehouse in St John's Wood. An architect named Max Gordon helped turn this building into the Saatchi Gallery. The gallery opened to the public in February 1985.

Charles is perhaps most famous for supporting the Young British Artists, or YBAs. He saw their work at Goldsmith's Art School and began to buy it. In 1990, he bought a major installation by Damien Hirst. He also helped the careers of artists like Tracey Emin and Marc Quinn. In 1997, a huge exhibition called Sensation showed his collection at the Royal Academy. This show traveled to Berlin and New York and made many headlines.

He even had a television program on the BBC called School of Saatchi in 2009. This show gave young artists a chance to show their work.

Charles has used his wealth to help many people and causes. In 1998, he and his brother founded a synagogue in London. They named it Saatchi Shul to honor their parents. He has also donated many artworks to schools and museums. In July 2010, he made a very large gift to the public. He donated the Saatchi Gallery and over 200 artworks to the British people. This gift was worth about £30 million. The gallery is now a very popular place to visit. In 2014, over 1.5 million people went to see the exhibitions there.
