He eventually became the head of the grand secretaries. This meant he had a huge amount of power over how the country was run.

Zhang wanted to make the country strong and wealthy. He believed the government should focus on practical things. He used a method called legalism to help the state. This was different from the usual ideas of his time. He focused on fixing the army and the economy. He also wanted to make the central government more powerful. He did this by making sure local leaders followed strict rules. He even used reports to check if counties were doing their jobs well.

One of his biggest jobs was fixing the money system. The state's finances were in a messy state when he started. He helped implement the single whip reform. This change turned many different taxes and labor duties into silver payments.

He also worked to make new coins for people to use. He opened mints in places like Beijing and Nanjing. He wanted to make sure there was enough money for everyone. He even tried to make high-quality coins with lots of copper.

Zhang also led a massive project to study the land. Between 1581 and 1582, he started a nationwide land survey. This was the first big survey since the Song period. Workers measured fields and marked their borders. They also recorded who owned the land and who worked on it.

This helped the government collect taxes more fairly. This work became a model for many years to come. It helped the government know exactly how much land was being used.

Because of his hard work, the Ming state saved a lot of money. The treasury held millions of liang of silver. There was even enough grain stored to last for nine years. However, not everyone was happy with his power. Some people thought he was too bossy or unfair. After he died in 1582, many of his rules were taken away. His family even lost their wealth in 1584. It took many years before people began to respect his work again.
