Yamagata Aritomo was one of the most powerful leaders in Japan during the Meiji era.

He was born on June 14, 1838, in the town of Hagi. His father was a low-ranking samurai, which meant the family was quite poor. Even though they had little money, they still held some special samurai rights. Yamagata learned to write poetry and studied books from China and Japan. He also practiced fighting with swords, spears, and jujitsu.

These skills helped him as he grew into a leader.

As a young man, Yamagata wanted to change how Japan was ruled. He joined a movement to give more power to the Emperor. During the Boshin War, he helped lead military forces to victory. This period of change is known as the Meiji Restoration.

While fighting, Yamagata saw how strong Western weapons and technology were. This experience changed his ideas about how an army should work. He realized that Japan needed a modern military to compete with other nations.

To learn more, Yamagata traveled to Europe between 1869 and 1870. He studied how the Prussian military organized its soldiers. When he returned, he helped create the modern Imperial Japanese Army. He was the main person behind the Conscription Act of 1872. This law said that all male citizens had to serve in the military. This was a huge change because it included common people, not just samurai.

This helped create a sense of national identity.

Yamagata also worked to make the army independent from politicians. In 1878, he helped set up the Imperial Japanese Army General Staff. This group was in charge of military planning and reported only to the Emperor. This meant that civilian leaders could not easily control the army's decisions. He also helped write a code of rules for soldiers in 1882. This code told soldiers that their highest duty was loyalty to the Emperor.

These steps made the military a very strong force in Japan.

Beyond the military, Yamagata was a very important statesman. He served as Prime Minister two different times. His first term was from 1889 to 1891, and his second was from 1898 to 1900.

He was part of a group of senior leaders called the genrō. He often disagreed with another leader, Itō Hirobumi, about how much power political parties should have. Yamagata believed the government should be run by officials who answered only to the Emperor. He died in February 1922 after a long life of leadership.
