He was born into a samurai family in the Tosa Domain. This area is known today as Kōchi Prefecture. After the Meiji Restoration in 1868, he worked for the new government. He even became a Councillor of State in 1869. He helped build the new regime after the Tokugawa shogunate fell. Itagaki wanted to help shape the future of his country. His work helped change how Japan was ruled by its leaders.

In 1873, a big disagreement happened in the government. This event was called the Seikanron. Itagaki wanted to send a military group to Korea. He thought this would help the samurai class. Other leaders wanted to focus on making Japan modern instead. They rejected his plan in October 1873. Itagaki was angry and left his government job. He chose to fight for change using politics instead of weapons. He said he would fight for people's rights.

Itagaki started many groups to help people have a voice. In 1874, he formed the Public Party of Patriots. He and eight others wrote a special paper to the government. This paper asked for a national assembly. An assembly is a group of people chosen to make laws. The government did not listen at first. However, the paper started a huge debate across Japan. This began the Freedom and People's Rights Movement.
