He was born in Shanghai on July 7, 1937. His father, Tung Chao Yung, started a large shipping company called Orient Overseas Container Line. This company used big ships to move goods across the ocean. When his father died in 1981, Tung took over the family business. In 1985, the company had many debts and almost went bankrupt. A businessman named Henry Fok helped save the company with support from the Chinese government.

Tung spent time studying in different parts of the world. He went to Liverpool University in the United Kingdom to study marine engineering. He graduated with a science degree in 1960. After school, he worked as an engineer in Massachusetts at General Electric. He also lived and worked in New York and San Francisco. He finally returned to Hong Kong in 1969 to join his family's business. This time in other countries helped him learn many new things.

Later, Tung moved into the world of politics. In 1992, the British Governor Chris Patten chose him for a special advisory group. In 1996, a committee of 400 people elected him to lead Hong Kong. On July 1, 1997, he became the very first Chief Executive of the Hong Kong Special Administrative Region. This was a big moment because it was when sovereignty transferred to China. He wanted to focus on housing, the elderly, and education for the people.

His time as a leader was filled with many difficult challenges. An Asian financial crisis happened shortly after he started his job. This caused property prices to fall and many people to lose jobs. He also had to deal with the bird flu and the SARS outbreak. In 2003, the SARS sickness made many people very worried. Because of these problems, about 500,000 people marched in the streets to protest. They wanted him to step down from his position.

Tung was re-elected for a second term in 2002 without any other candidates. During this time, he changed how the government worked to try to fix problems. He created a system where top officials were chosen by him instead of being career workers. However, the protests in 2003 continued to make his job very hard. Tung eventually resigned from his position on March 10, 2005. After he left, he worked for the Chinese government in a different role. He also started groups to help people understand China in the United States.
