He was born on October 7, 1944, to a police officer. He grew up in the Central area of Hong Kong. After finishing school at Wah Yan College, he worked as a salesman. Later, he joined the government as an Executive Officer in 1967. He worked in many different areas like trade and finance. He even worked in the Philippines and Bangladesh for a short time.

Tsang worked his way up through many government jobs. In 1995, he became the Financial Secretary. This made him the first ethnic Chinese person to hold that role under British rule. He was also knighted by Prince Charles in June 1997. During a big money crisis in 1998, he helped protect the Hong Kong dollar. He worked with Joseph Yam to defend the currency. They bought over $15 billion in stocks to help the economy. This work made him famous all over the world.

In 2005, Tsang became the Chief Executive of Hong Kong. This is the highest leader of the city. He took over after the previous leader, Tung Chee-hwa, resigned. Tsang was re-elected for a second term in 2007. He won with 649 votes from the Election Committee. During his time as leader, he had many big plans. He started ten large building projects to help the city. He also tried to make the air cleaner with a plan called the Action Blue Sky Campaign.

Being a leader involves making many difficult choices. Tsang tried to change how elections worked in 2005 and 2010. He reached a deal with some leaders to pass a reform package. This was the only time such a change passed in Hong Kong's history. He also talked about "caring capitalism." This meant using wealth to help people with social services. He met with many world leaders, like U.S. Secretary of State Condoleezza Rice. These meetings helped Hong Kong stay connected to the rest of the world.

Later in his life, Tsang faced some very serious legal problems. He was accused of misconduct in his public office. In February 2017, a court found him guilty. He was sentenced to 20 months in prison. This was a very big event in Hong Kong history. However, his story did not end there. In June 2019, a higher court looked at the case again. They decided his conviction should be cleared. They said the first trial judge had made a mistake with the jury.
