He served as the third Chief Executive of the city from 2012 to 2017. Before he led the government, he worked as a chartered surveyor. A surveyor is a professional who studies land and buildings. He was born on August 12, 1954, in Pok Fu Lam. His father worked as a police officer at Government House. Leung studied very hard to reach the top of his class in 1977.

Leung built a very successful business career in real estate. He worked for a company called Jones Lang Wootton for five years. By age 30, he was already a vice-chairman there. He later started his own company called C. Y. Leung & Co. in 1993. This company grew to have offices in Shanghai and Shenzhen. Later, his firm joined a large international group called DTZ Holdings. He eventually became an owner of a small part of that company.

His path into politics began many years ago. In 1985, he joined the Hong Kong Basic Law Consultative Committee. This group helped people talk about the rules for Hong Kong. He became the secretary-general of that group in 1988. In 1999, he became the leader of the Executive Council. He held this important role until 2011. He then resigned from that job to run for the top leader position.

Winning the election in 2012 was not easy for him. Many people thought Henry Tang would win the vote instead. However, Leung won with 689 votes from the Election Committee. His time as leader brought many difficult challenges. In 2014, large protests called the Umbrella Revolution happened in the streets. These protests were about how the government wanted to change the rules. He also faced unrest in Mong Kok in 2016.

Leung also dealt with serious questions about money and honesty. Reports from an Australian newspaper said he received payments from a company named UGL. These payments were linked to his time with DTZ Holdings. This led to investigations by officials in both Hong Kong and Australia. Because of these troubles, Leung decided not to run for a second term. He announced this decision in December 2016.
