He was born in Shanghai in 1937. His family owned a large shipping business. This company moved goods on big ships. After his father died in 1981, Tung took over the work. The business almost ran out of money in 1985. A man named Henry Fok helped save it.

Tung later entered politics. In 1996, a group of 400 people elected him. He became the first Chief Executive of Hong Kong in 1997. His job was to lead the city. Many hard things happened during his time. There was a big problem with money in Asia. There was also a sickness called bird flu.

In 2003, a sickness called SARS made many people ill. Many people in Hong Kong were unhappy. About 500,000 people marched in the streets. They wanted Tung to step down. He stayed in his job for a little longer. Then, he resigned in 2005. He later worked with groups in China and the United States. He is still a very important person in politics.
