As of the 2010 census, the city had 501,169 residents. This makes it the 32nd-largest city in Russia by population.

The city's history is defined by its role as a military stronghold. Tula was first mentioned in the Nikon Chronicle in 1146. During the Middle Ages, it acted as a minor fortress. It sat on the border of the Principality of Ryazan. When the Grand Duchy of Moscow took control, construction began on a brick citadel. This citadel is known as a kremlin. It was built between 1514 and 1521. The fortress was part of the Great Abatis Belt. It successfully resisted a Tatar siege in 1552. In 1607, Ivan Bolotnikov seized the citadel. His followers held the walls against the Tsar's army for four months. Some parts of the kremlin walls were later demolished in the 18th century. However, the five-domed Assumption Cathedral was still built inside the kremlin in 1764.

Industrial development transformed Tula into a center for metallurgy and machinery. In 1712, Peter the Great visited the city. He commissioned the Demidov family to build Russia's first armament factory. This factory later became the Tula Arms Plant. The Demidovs turned the region into a massive ironworking center for Eastern Europe. They also established the city's oldest museum in 1724. This museum showcases the history of weapons. Tula also became a major site for industrial samovar production. A samovar is a metal container used to heat and boil water. Even after the Demidovs moved to the Urals, Tula remained a heavy industry hub. It continues to produce various types of military matériel today.

During World War II, Tula played a critical role in national defense. The city was a target of a German offensive in late 1941. This offensive aimed to break Soviet resistance near Moscow. Between October 24 and December 5, 1941, the city faced intense pressure. A German general reached the southwestern outskirts by late October. However, the heavily fortified city held its ground. The German Second Panzer Army was stopped near Tula. This defense secured the southern flank during the Battle of Moscow. Because of this, Tula was awarded the title Hero City in 1976.

Modern Tula is a diverse urban environment with many specialized sectors. The economy relies on metallurgy, machinery, and food manufacturing. The military-industrial complex is a significant part of the local economy. Several major companies operate here, such as the Tula Arms Plant and Tulamashzavod. Other companies produce items like the Bumerang-BM for the T-15 Armata. The city is also a hub for musical instrument production. The Tula accordion is a famous example of this craft.

Public transport is extensive. Residents use trams, trolleybuses, buses, and marshrutkas to travel. The city's transport system is operated by Tulgorelectrotrans.

Culture and tourism are deeply connected to the region's history. The Tula Kremlin and the Tula State Museum of Weapons are major attractions.

Nearby, about 12 to 14 kilometers southwest, is Yasnaya Polyana. This was the home of the famous writer Leo Tolstoy. He wrote his great novels, War and Peace and Anna Karenina, there. Tula is also famous for its food. Since the 17th century, the city has made imprinted gingerbread called pryanik. These are honey and spice cookies. There is even a proverb about not taking a samovar to Tula. It highlights how famous these items are in the region.

Education and religion also shape the city's character. Tula is home to Tula State University and several other institutes. The religious landscape is diverse. Most churches are Russian Orthodox, such as the Annunciation Church built in 1692. There are also Catholic, Protestant, Muslim, Jewish, Buddhist, and Taoist communities. The city's social life includes various sports. The local football club is FC Arsenal Tula. The city also has a professional ice hockey club called HC AKM.
