As of the 2010 census, the city had 501,169 residents. This makes it the 32nd-largest city in Russia by population.

The city's history is defined by its role as a military stronghold. Tula was first mentioned in the Nikon Chronicle in 1146. During the Middle Ages, it acted as a minor fortress. It sat on the border of the Principality of Ryazan. When the Grand Duchy of Moscow took control, construction began on a brick citadel. This citadel is known as a kremlin. It was built between 1514 and 1521. The fortress was part of the Great Abatis Belt. It successfully resisted a Tatar siege in 1552. In 1607, Ivan Bolotnikov seized the citadel. His followers held the walls against the Tsar's army for four months. Some parts of the kremlin walls were later demolished in the 18th century. However, the five-domed Assumption Cathedral was still built inside the kremlin in 1764.

Industrial development transformed Tula into a center for metallurgy and machinery. In 1712, Peter the Great visited the city. He commissioned the Demidov family to build Russia's first armament factory. This factory later became the Tula Arms Plant. The Demidovs turned the region into a massive ironworking center for Eastern Europe. They also established the city's oldest museum in 1724. This museum showcases the history of weapons.
