The rebels destroyed the ironworks and burned the office buildings. They also distributed food from the depot to the people. The rebellion was eventually crushed by an army led by General Aleksandr Bibikov. By the end of 1775, the ironworks were restored. The old order was reinstated, and the factory began to function again.
A second major turning point occurred in 1807. This period is often called the "second birth" of Izhevsk. Emperor Paul I ordered a new arms factory to be built. He wanted to prepare for threats from Napoleonic France. An engineer named Andrew Deryabin chose the site at Izhevsky Zavod. Construction on the arms factory building began on June 10, 1807. The factory needed many workers to function. It hired serfs, miners, and recruits. It also brought in expert armorers from Europe, specifically from Denmark and Sweden. The population grew to over 6,000 people by the end of 1808.
The city's layout was shaped by a formal master plan. Architect Feodor Dudin designed an urban grid for the settlement. This plan used wide, straight streets that crossed at right angles. These streets created small, rectangular blocks. This organized structure became important after a major fire in 1810. The fire destroyed 174 houses and two wooden churches. Following the fire, builders used pinewood logs to create houses. Some were simple one-room dwellings called izbas. Others were larger two-story homes for officials. By 1850, the population had grown to 19,163 people. The settlement included 3,499 wooden buildings and 27 stone buildings.
Industrial growth continued through the 19th and 20th centuries. In 1861, the Emancipation Reform changed how people lived and worked. Serfs gained their liberty and achieved self-government. The settlement was divided into two administrative parts: Nagornaya Volost and Zarechnaya Volost. While the factory management stayed wealthy, many working people moved to the boggy Zareka area. New industries emerged, such as steel works in 1872. Private armories also opened, including businesses run by the Petrov family. By 1914, there were twelve private industrial enterprises in the area.
Today, Izhevsk is a diverse center of culture and history.
