Most residents are Javanese, though there is also a significant Chinese presence.

The history of the city stretches back to the 9th century. At that time, the area was known by the name Bergota. By the end of the 15th century, it was a fishing village. An Islamic scholar was appointed by the Demak Sultanate to build an Islamic school there. In 1547, Sultan Hadiwijaya of Pajang named Pandan Arang as the first bupati, or mayor. This act established Semarang as a formal political and administrative entity.

European influence changed the city's structure through colonial rule. In 1678, the Dutch East India Company, or VOC, gained control of Semarang. The Dutch established a state there in 1682. They built tobacco plantations, roads, and railroads to turn the city into a trading center. The early VOC settlement featured a prominent pentagonal fortress. This fortress had five monitoring towers and one southern gate to protect the settlement.

A unique creole language called Javindo once existed among the large Indo, or Eurasian, community.

Urban growth shifted due to major infrastructure projects in the 19th century. Originally, city activities were concentrated along the river and near local markets. In 1847, the Great Mail Road project connected the northern coasts of Java. This project positioned Semarang as a central trade hub for agricultural products. Later, the development of the Staatsspoorwegen Railway changed the city again. Urban services began to face the roads rather than the river.

As the city grew, it faced serious public health challenges. The Javanese quarters, called kampongs, became very crowded. Some areas reached 1,000 inhabitants per hectare. This overcrowding led to outbreaks of cholera, tuberculosis, dysentery, typhoid, and malaria. Doctors like Willem T. de Vogel and Hendrik Tillema worked to improve these conditions. They advocated for moving the city into the southern hill country. This led to the development of the Candi Baru area, now known as the Candisari District.

The 20th century brought significant political changes to Semarang. During World War II, the Japanese military occupied the city in 1942. They governed the city through a military leader called a Shiko. Following Indonesian independence in 1945, Semarang became the capital of Central Java. The city saw intense military conflict, including the Five Days Battle in October 1945. Eventually, the city became a modern municipality. It is now divided into 16 districts and 177 urban villages.
