This area served as the capital for two different groups. First, it was the center for the Cuman–Kipchak Confederation. Later, it became the capital for the Golden Horde. The Golden Horde was a Turco-Mongol khanate, which is a large and powerful land. Scholars still study the ground to find the exact locations. They disagree on which archaeological sites belong to which city.

A traveler named William of Rubruck visited in 1253 or 1254. He called it the "new town" that Batu was making. Another writer described it as both a camp and a city. This shows how the settlement grew over time. It served as the main seat for leaders like Batu and Berke. The city helped manage a huge empire through its many functions.

Sarai was a busy place for many different people. Russian princes had to visit the city to show loyalty. They went to the khan to receive a special paper called a yarlyk. This paper allowed them to keep their thrones. In 1261, the city became a center for the Russian Church. A bishop lived there to help the Russian community. The bishop also helped oversee people who were trading at the court.

He built a palace on the Volga river north of Old Sarai. We know about this city from records written in 1341. The two cities were likely used for different things. Some people think the move happened because of changes in the Caspian Sea. The cities were very wealthy because of trade. They even made their own silver coins called dirhams.

Life in these cities was not always peaceful. Many people fought to control the rich prize of Sarai. A leader named Timur attacked and burned the city in 1395 or 1396. Later, river pirates also attacked the area in 1471. In 1502, another leader named Meñli I Giray burned the city. Finally, Russian forces destroyed what was left in 1556. After this, Russia built new fortress cities like Astrakhan and Tsaritsyn. Today, we find beautiful things like an astrolabe in the ruins.
