The word public comes from a Latin word. It means the people.

A public is a group of people who care about the same thing. This might be a matter of state or civic life.

Some thinkers say a public forms when people face a problem. They see the problem and work to fix it. John Dewey said people organize around a situation. James E. Grunig added more to this idea. He spoke of four types of publics. Some people have no problem. Others have a problem but do not know it yet. Some people know about the problem. Active publics are the ones who take action.

In business, publics are different from a market. A market is often a group that a company makes. A public can make itself. Public relations groups try to reach these groups. They may use people to pass along information. This helps them reach their goals.

People also form social publics. These are groups with common ideas or hobbies. Today, technology helps these groups connect. We call these networked publics. They use new tools to build a shared space.
