Public

society Maturity 11-13 Next article →

The word "public" describes many different groups of people. It comes from the Latin word "publicus." This word is also related to the English word "populace." In many ways, it means a large group of people. These people often share a common interest. In history and politics, a public is a group of people involved in civic affairs. This means they care about how their state or government works.

Some thinkers say a public forms during specific moments. John Dewey believed a public forms when people face a similar problem. They recognize the problem and organize themselves to fix it. James E. Grunig expanded on this idea with a special theory. He said some people are "nonpublics" because they have no problem at all. Others are "latent publics" who have a problem but do not see it yet. Then there are "aware publics" who recognize the issue. Finally, "active publics" are those who actually do something about the problem.

In the world of business, a public is not the same as a market. A market is often a group created by an organization. A public is different because it can create itself. It is also self-organizing. Public relations experts try to reach different kinds of publics. They look for "target publics" to help them reach goals. They also look for "intervening publics" to pass along information. These people act as mediators or opinion formers. Some publics are called "influentials" because others turn to them for advice.

Different experts have many views on how publics act. Gabriel M. Vasquez says a public is a group that develops a shared consciousness. They act together to solve a problematic situation. In politics, winning support from the public is very important. For example, in Massachusetts between 2003 and 2004, leaders needed public support to pass same-sex marriage. Public schools can also be part of these discussions. People often debate the agendas that schools teach to students.

People also form what are called social publics. These are groups joined by common hobbies or shared ideas. Today, technology has changed how these groups connect. We call these "networked publics." These groups exist in a space built by new technology. They are also an imagined collective of people. They use shared tools and practices to stay connected. This helps people find a sense of belonging in the world.
