People do this work in many ways. They work in government agencies. They also work for non-profit groups. Some businesses help by providing goods to the state.

This work is very old. Long ago, cities in India had public servants. They built large cities with granaries and baths. This shows they had a central way to lead.

In ancient China, people used a smart system. They used tests to pick workers. This is called a meritocracy. It means people got jobs because they were talented.

Before this, many leaders gave jobs to friends. This was often unfair. Later, many countries started using tests too. Woodrow Wilson wrote about this field a long time ago. Today, administrators manage many things. They handle taxes, safety, and national defense. They make sure the government works well for everyone.
