The Persian Constitutional Revolution was a major turning point in Iran's history.

It happened between 1905 and 1911 during the Qajar era. Before this time, kings known as Shahs held almost all the power. This period was the first of its kind in the Islamic world. It even happened before the Young Turk revolution in 1908. This movement changed how people thought about law and government. It opened the way for a modern era and a growing press.

Many different groups joined together to make this change happen. They included bazaar merchants, religious scholars called ulama, and radical reformers. These groups had different goals, but they shared common enemies. The merchants wanted to protect their trade from foreign competition. The scholars wanted to follow Islamic laws more strictly. The intellectuals wanted more democracy and social development. Together, they fought to limit the absolute power of the Shah. They believed a parliament could bring law and order to the land.

Problems began with how the country was being run and funded. The Qajar Shahs often took large loans from Russia and Britain. For example, Mozaffar ad-Din Shah borrowed 22 million to pay for a trip to Europe. To pay these debts, the government gave away rights to local resources. They gave control of customs and trade to foreign powers. This hurt the local economy and the people who worked in the bazaars. In one city, many weavers lost their jobs to imported textiles. Even farmers suffered as the prices for their wheat dropped.

In 1906, a big change finally arrived through new laws. Mozaffar ad-Din Shah signed the first constitution shortly before he died. This created a parliament called the Majlis.

The Majlis had the power to approve the budget and all loans. However, things became difficult when Mohammad Ali Shah Qajar took over. He did not like the new system and tried to stop it. In 1908, he used Russian and British support to bombard the parliament. This led to a second struggle where people marched to Tehran. They forced the Shah to step down in favor of Ahmad Shah Qajar.

The revolution eventually came to an end in December 1911. At that time, the Shah's ministers oversaw the removal of the Second Majlis. They did this with the help of 12,000 Russian troops. Later, in 1921, a coup changed the government again. By 1925, the Qajar dynasty was replaced by the Pahlavi dynasty. Even though the old constitution was not always followed, it stayed important. It remained a part of history until the Islamic Revolution in 1979. This long journey showed how much people wanted a voice in their government.
