He was a patriot who fought for his people to rule themselves. For a long time, the Republic of Genoa ruled the island. The people faced many hard problems like high taxes and pirates. Paoli wanted to change this by creating a new way to govern. He helped start the Corsican Republic between 1755 and 1769. This was a democracy where people elected their own leaders.

Paoli was a very smart man who studied a lot. His father, Giacinto Paoli, was also a leader in the movement. When the family had to leave Corsica, they moved to Naples. There, Pasquale received a great education in classical studies. He even learned to recite ancient poems very well. In 1754, he came up with a plan for a native government. This plan helped him become the General-in-Chief of the resistance. He eventually became the president of the new republic.

To make the new country work, Paoli wrote a constitution. This was a set of rules for how the nation should run. Some people say it was the first written constitution for a nation-state. He also helped build a university in the capital city of Corte. However, things became difficult when France wanted the island. Genoa signed a treaty in 1768 to give Corsica to France. Paoli led a fight from the mountains to stop them. He lost the Battle of Ponte Novu in 1769.

After his defeat, Paoli moved to Britain to live in exile. He became a very famous person in London. He even met King George III and received a pension. Later, the French Revolution changed everything in Corsica. Paoli returned to his home and was elected president again. But he soon disagreed with the new French leaders. He helped create the Anglo-Corsican Kingdom from 1794 to 1796. This short kingdom tried to protect Corsican interests with British help.

Paoli's life was connected to a young man named Napoleon Bonaparte. At first, Napoleon was a big admirer of Paoli. But the two men had very different ideas about politics. In 1793, they became enemies after a failed military mission. Paoli's followers even arrested Napoleon and searched his home. This conflict helped change Napoleon from a Corsican hero to a French leader. Paoli went back to Britain one last time in 1795. He died in London in February 1807.
