Paoli led resistance movements against the Republic of Genoa and later against France. He is most famous for helping to create the Corsican Republic. This state existed from 1755 to 1769. The republic was a representative democracy. It was built on the idea that elected representatives held power.

This was a very modern idea for that time in history.

Paoli’s leadership was built on a clear political mechanism. He served as the President of the Executive Council. He also acted as the commander-in-chief of the armed forces. To organize the new state, he wrote a constitution. This document set the rules for the government. Some historians believe this was the first written constitution for a nation-state.

He also worked to modernize the island. For example, he founded a university in the capital city of Corte. This helped provide a better education for the people.

The struggle for Corsican independence had several distinct stages. First, the island faced rule by the Republic of Genoa. The Genoese held power in the coastal cities using their citadels. During this time, Corsicans faced high taxes and raids by Barbary pirates. Second, a period of internal conflict occurred between different Corsican clans. Some clans supported Paoli, while others supported rival leaders like Mario Matra. Third, the island faced foreign conquest. In 1768, Genoa ceded Corsica to France through the treaty of Versailles. This happened because Genoa could not pay its debts to France.

Paoli’s life was shaped by his early years and his education. He was born in the hamlet of Stretta. His father, Giacinto Paoli, was also a patriot and a leader. When the family was forced into exile, they moved to Naples. In Naples, Pasquale received a classical education. This period of the Enlightenment influenced his political ideas. In 1754, he proposed a plan for a native Corsican government. This plan led to his election as General-in-Chief of the resistance.

He was later elected as the president of the new republic.

Paoli's political career involved many significant shifts in power. After losing the Battle of Ponte Novu in 1769, he went into exile in Britain. He became a celebrated figure in London and met King George III. He later returned to Corsica during the French Revolution. He was elected president of the department of Corsica in 1790. However, he soon split from the French revolutionaries. He helped create the Anglo-Corsican Kingdom, which lasted from 1794 to 1796. This kingdom was a protectorate with British support. He eventually returned to exile in Britain in 1795.

One of the most notable connections in Paoli's life was with Napoleon Bonaparte. As a young man, Napoleon was a Corsican nationalist and idolized Paoli. However, their relationship changed due to political disagreements. In 1793, Paoli's followers detained Napoleon and searched his home. They also formally outlawed the Bonaparte family through the Corsican parliament. These intense events helped change Napoleon's identity. He moved from being a Corsican nationalist to a French nationalist. Despite this, Napoleon continued to have mixed feelings about Paoli throughout his life.

Paoli's legacy remains a central part of Corsican history. His efforts to establish a democratic republic were very advanced for the 18th century. He lived through many wars and political changes across Europe. He died in London in February 1807.
