An ombudsman is a special official who helps solve problems. They usually work for a government to look into complaints. These complaints often involve how the government treats people. This job works in many different ways. Most national ombudsmen look at the whole public sector. This includes many government offices. Some even look at private companies that work for the government. There are also special ombudsmen just for children. Some work at a local level for a city. Others work inside a single company or a university. They act as a neutral party to stay fair.

The idea of an ombudsman is very old. Long ago, China had a similar role during the Qin dynasty. In Korea, the Joseon dynasty used secret royal inspectors. These inspectors traveled undercover to watch local officials. Ancient Rome also had tribunes to help common people. The term ombudsman comes from old Nordic languages. It means a representative or someone acting for others.

Sweden helped create the modern version of this role. In 1713, King Charles XII set up an office in Sweden. He needed someone to watch judges and civil servants. Later, in 1809, the Swedish Riksdag created the Parliamentary Ombudsman. This helped protect the rights of citizens. By the year 2005, there were 129 ombudsman offices worldwide. This includes offices at national and local levels.
